The easiest way to get a lot of hero points quickly is to join a hero point train in one of the expansion maps. Each expansion hero challenge awards 10 hero points, compared to only 1 from the core Tyria maps. Many commanders lead scheduled trains, especially on weekends. Look in the LFG tab for an active train.

You receive 10 points per challenge completed in the expansion maps, and only one per challenge in core Tyria. Join a hero point train for maximum speed and help with the harder challenges.
The other way to get hero points is from the open world hero points in the expansion maps that are worth 10 points each; a far more efficient way to get points. So really you don't have much of a choice when it comes to avoiding exploring the open world while maxing your specs.
